In a major push towards internationalizing India’s higher education system, the University Grants Commission (UGC) has officially approved five foreign universities to set up their independent campuses in India by the year 2027. This move is part of the broader reforms under the National Education Policy (NEP) 2020, aimed at transforming India into a global education hub.
This is the first time in India’s history that top global universities will have permission to operate standalone campuses in the country. According to UGC Chairman Prof. M. Jagadesh Kumar, the initiative is designed to boost access to world-class education without the need for students to leave Indian soil.
While the UGC has not yet officially disclosed the names of the five selected foreign universities, officials hinted that discussions are in the final stages with top-tier institutions from the US, UK, and Australia. These institutions have expressed strong interest in establishing full-fledged campuses in India.
The UGC has laid down detailed guidelines to ensure that only universities ranked among the top 500 globally, or institutions with a strong reputation in innovation and research, are eligible to set up shop in India.
Although the final campus locations are still under discussion, metro cities like Mumbai, Bengaluru, Delhi, and Hyderabad are leading contenders. Additionally, new education hubs such as Ahmedabad-Gandhinagar, Chennai, and Pune are also being considered for these global institutions.
This move is expected to attract not just Indian students but also students from neighboring countries, providing them with an alternative to expensive overseas education.

One of the biggest takeaways is that Indian students will have the chance to receive international degrees at a fraction of the cost of studying abroad. This will significantly reduce the financial burden on families, who often spend over INR 25-40 lakhs per year on overseas education.
Furthermore, students will benefit from global faculty, state-of-the-art infrastructure, and exposure to a multicultural academic environment — all within India.
This development also complements the Indian government’s aim to reverse the brain drain and instead promote brain gain, by making India an attractive education destination.
There is optimism and caution among Indian academic institutions. While the move is seen as a step toward fostering healthy competition and upgrading local standards, there are concerns about potential poaching of top faculty and unequal access to expensive foreign university programs.
To address these, the UGC has proposed collaboration models where Indian universities can partner with foreign institutions on joint research, exchange programs, and dual degrees.
Industry leaders and education experts have largely welcomed the decision. NITI Aayog, in its recent policy brief, highlighted that bringing global campuses to India can drive innovation, research, and employment. Top edtech companies also foresee new avenues for digital learning tie-ups, hybrid learning models, and executive education programs.
