In a move reflecting the Trump administration’s stringent stance on diversity initiatives, NASA has terminated Neela Rajendra, the former Chief Diversity, Equity, and Inclusion (DEI) Officer at its Jet Propulsion Laboratory (JPL). This decision follows a series of executive orders aimed at dismantling DEI programs across federal agencies.
Neela Rajendra played a pivotal role in promoting diversity within NASA. She led initiatives such as the “Space Workforce 2030” pledge, aiming to increase representation of women and minorities in the aerospace sector. However, the political landscape shifted dramatically with President Donald Trump’s return to office.
In January 2025, President Trump signed Executive Order 14151, titled “Ending Radical and Wasteful Government DEI Programs and Preferencing.” This order mandated the elimination of DEI programs across federal agencies, labeling them as divisive and wasteful. Agencies were instructed to dissolve DEI offices, terminate related contracts, and remove DEI-related content from their websites.
In an apparent effort to comply with the executive order while retaining key personnel, NASA reassigned Neela Rajendra to a newly created position: Chief of the Office of Team Excellence and Employee Success. Despite the new title, her responsibilities remained largely the same, including oversight of lab affinity groups like the “Black Excellence Strategic Team.”
This move was perceived by some as an attempt to preserve DEI functions under a different guise. However, it did not go unnoticed by the administration. The Office of Personnel Management (OPM) warned of “adverse consequences” for employees attempting to evade the executive order.
Despite initial efforts to retain Rajendra, NASA ultimately terminated her position, aligning fully with the Trump administration’s directives. This decision was part of a broader initiative that saw the closure of NASA’s DEI department in March 2024 and the layoff of nearly 900 employees.
The termination of Rajendra’s role underscores the administration’s commitment to eradicating DEI programs within federal agencies. NASA has not issued a public comment regarding the decision.
NASA’s actions are part of a wider federal effort to dismantle DEI initiatives. Executive Order 14151 initiated a three-phase process:
Federal agencies, including the Department of Education and the Department of Energy, have placed numerous employees on administrative leave, many of whom had minimal or no involvement in DEI programs. The Office of Personnel Management has encouraged employees to report colleagues involved in DEI initiatives.
The elimination of DEI programs at NASA has raised concerns about the agency’s ability to fulfill its mission effectively. Critics argue that diversity initiatives are crucial for fostering innovation and ensuring a broad range of perspectives in problem-solving.
A report by NASA’s Office of Inspector General highlighted challenges such as an aging workforce and a shortage of employees qualified in technical areas. The report noted that despite efforts, NASA had made little progress in increasing the representation of women and minorities.
The crackdown on DEI is expected to exacerbate these issues, potentially impacting mission operations and the agency’s ability to maintain a skilled workforce.
The termination of Neela Rajendra and the dismantling of DEI programs at NASA reflect a significant shift in federal priorities under the Trump administration. While proponents argue that these measures eliminate unnecessary expenditures, critics warn of the long-term consequences on workforce diversity, innovation, and the effectiveness of federal agencies.
As the debate continues, the future of diversity initiatives within federal institutions remains uncertain, with implications that could extend beyond the current administration.
